C.E.O of the M.O.H. Leausa Dr. Take Naseri | CHAIRPERSON: Gatoloaifaana Amataga Gidlow. The Ministry of Health (M.O.H.) will soon offer its patients a complaints system, a government response to a Parliamentary select committee has revealed.

The current C.E.O of the M.O.H, Leausa Dr. Take Naseri, noted this in his response to the recommendations to the Ministry of Health raised by the Health and Social Services, Internal Affairs, Community and Social Development (H.S.S.I.A.C.S.D.) Committee Report on the P.P 2011/2012 No 94, Annual Report of the Ministry of Health for the Financial Year Ended 30th June 2010.

Gatoloaifaana Amataga Gidlow serves as the Committee’s Chairperson.

In its report the Committee recommended the M.O.H. “to consider the challenges with the health services being provided to the public, should be given without delay and must be easily understood to avoid complaints that will jeorpardise the services of the Doctors and Nurses”.

“The Ministry of Health through its Monitoring and Regulatory mandate continues to facilitate and review systems and processes in place to manage issues and complaints raised by the public,” Leausa responded.

“The Ministry through its Quality Assurance Divisions are fully engaged in the management of such issues.

“We are also in the process of developing a complaint system for all users of health services to address these matters.”

Moreover, the Committee suggested to the M.O.H. that it further encourages awareness programs to minimise the expenses on treatments, not only in Samoa but in overseas countries as well.

“The Ministry of Health would like to note its appreciation to the Committee for continuously supporting the Ministry’s advocacy work being done to promote wellbeing in a holistic manner,” Leausa said.

“The Ministry continues to facilitate, advocate and empower various levels of our communities to promote health and well being in our everyday work within our workplaces, families, schools, private organisations and villages.

“The establishment of the Health Promotion Foundation will further strengthen all these processes towards a Healthy Samoa.”

The response is republished in full below:

Recommendations stated in the Parliament Select Committee ReportMinistry of Health Responses
1. To further encourage awareness programs to minimize the expenses on treatments not only in Samoa but overseas countries as well.

2. To encourage Partnerships between the Ministry, Private Doctors and other health sectors of the country for providing quality health care needed for the public.

3. To consider the challenges with the health services being provided to the public, should be given without delay and must be easily understood to avoid complaints that will jeorpardise the services of the Doctors and Nurses.

The Ministry of Health would like to note its appreciation to the Committee for continuously supporting the Ministry’s advocacy work being done to promote well being in a holistic manner. The Ministry continues to facilitate, advocate and empower various levels of our communities to promote health and well being in our everyday work within our workplaces, families, schools, private organizations and villages.
The establishment of the Health Promotion Foundation will further stengthened all these processes towards a Healthy Samoa.

The Ministry continues to engage all its Sector partners both public and private in ensuring that quality health care is provided to our people. Quality Health Care Service Delivery and Partnerships are two of the most important aspects of our Sector Plan 2008/2018. The Government also continues its support through Financing of the various partnerships we have with the private organizations such as the Diabetes Association of Samoa, Samoa Aids Foundation and Samoa Cancer Society. Private General Practitioners are contracted to work either in DAS or the various areas within the main hospital and outer clinics to name a few.
In addition, the recent attendance of the Samoa Delegation to Geneva to the 67th World Health Assembly included the General Practitioners Association.

The Ministry of Health through its Monitoring and Regulatory mandate continues to facilitate and review systems and processes in place to manage issues and complaints raised by the Public. The Ministry through its Quality Assurance Divisions are fully engaged in the management of such issues.
We are also in the process of Developing a Complaint System for all users of Health Services to address these matters.
