Samoa, Japan sign key document

SIGNATORIES: P.M. Tuilaepa and the Minister of Works, Manu’alesagalala Enokati Posala sign for Samoa. A key document in the project to extend the wharf was signed between Samoa and Japan at the Prime Minister’s office on Friday.

The Minutes of Discussion for the “Enhancement of Safety of Apia Port project” was signed by Prime Minister, Tuilaepa Sa’ilele Malielegaoi and JICA’s Representative, Yukihiro Koizumi.  

The other signatories were the Minister of Works, Transport and Infrastructure, Manu’alesagalala Enokati Posala and the General Manager of Samoa Ports Authority, Tufuga Fagaloa Tufuga.

The Ambassador of Japan to Samoa, Kazumasa Shibuta, was also present.

The Apia Port Safety Enhancement Project will include several key developments. These include:
•    extension of the new wharf
•    container yard rehabilitation
•    rehabilitation of fenders
•    upgrading of mooring facilities
•    passenger flow separation
•    life-prolonging treatment of existing tug boats
•    rehabilitation and upgrade of navigation aids
•    port basin rehabilitation.

The Minutes of Discussion was signed after four days site survey at Apia Port and meetings among relevant officials.

Representing Samoa was C.E.O, Tufuga, Galuvao Uili Isara, Ielome Mulunulu, Seinafolava Lotomau, M.W.T.I C.E.O, Va’aelua Nofo Vaaelua and Minister Manu’ alesagalala.

Japan was represented by Mr. Koizumi, Yoshimoto Koyanagi, Deputy Director of JICA, Hiromi Namiki and Ryota Mizuno, Consulting Engineers from Oriental Consultants Co., Ltd.

According to a statement issued by Japan, it is expected that by the completion of the project, the safety of Apia Port will be upgraded.

That means the handling capacity of containers will expanded up to around 80,000TEU, and contributing to the safe berthing and mooring of vessels at the wharf.

“It is also expected that Apia port will have sufficient potential and capacity to effectively play its role as the main international port of Samoa.”
